FCC Mobile Robot Restrictions Threaten Chinese Humanoid Deployments

The federal regulatory landscape for industrial automation is shifting rapidly as geopolitical tensions spill over into the robotics sector. The U.S. Federal Communications Commission (FCC) has expanded its Covered List of equipment deemed to pose unacceptable national security risks to include mobile, communicating robots weighing more than two kilograms. This regulatory pivot strikes directly at the emerging humanoid robot supply chain, where Chinese manufacturers have been aggressively positioning low-cost hardware for Western logistics and manufacturing trials.
Under the new guidelines, any mobile robot with communication capabilities that meets the weight threshold and originates from blacklisted foreign entities could face severe restrictions or outright bans on U.S. soil. This poses an immediate hurdle for platforms like the Unitree G1 and Unitree H1, which have gained traction among U.S. research labs and logistics pilots due to their highly competitive pricing. By targeting connected mobile machinery over two kilograms, the FCC is effectively drawing a line that captures virtually every functional bipedal or humanoid robot currently in development or deployment.
For industrial operators and logistics giants, the regulatory update introduces significant compliance risks. Companies that were considering mixed fleets or experimenting with budget-friendly overseas hardware must now weigh the potential of a sudden, forced decommissioning of their assets. Humanoid deployments require deep integration into warehouse management systems and enterprise networks, making any hardware on the FCC's Covered List a non-starter for corporate IT departments.
This regulatory friction is poised to accelerate the adoption of North American and allied-nation alternatives. Domestic developers of platforms like Digit and Apollo stand to benefit as U.S. enterprise buyers seek politically insulated supply chains.
